Dimitri (Arzakan) Emukhvari Scholarship Award Procedure
Article 1.
1. This regulation outlines the conditions and procedures for awarding Dimitri (Arzakan)
Emukhvari scholarship (hereinafter referred to as “Scholarship”) to undergraduate and
postgraduate students focused on the Abkhazian themes who have demonstrated exceptional
achievements and success in the field of political science.
2. The Scholarship is available to undergraduate and postgraduate students of accredited higher
education programs, as specified in Article 1, Paragraph 1. Eligible candidates must have a high
academic performance (80% or more), have published a scientific work, participated in scientific
conferences and be socially active.
3. The first-year students, as specified in Article 1, Paragraph 1 are eligible to participate in the
scholarship ranking from the second semester according to the points of the first semester.
Article 2.
1. The scholarship is awarded to undergraduate and graduate students (hereinafter referred to as
“Students”) who are working on the Abkhazian themes and have demonstrated special
achievements and successes in the field of political science in order to foster their intellectual
potential.
2. The scholarship is established for a postgraduate student in the amount of 200 GEL per month
(no more than 1 student), and for an undergraduate student in the amount of 200 GEL per month
(no more than 1 student). The scholar is awarded on a monthly basis for one academic year (ten
months) from the date of appointment.
3. The committee reserves the right to withdraw the scholarship from the scholarship recipient
early, if the student’s status is suspended or terminated. The committee makes this decision after
providing relevant information to the educational institution applying for the scholarship.
Article 3. Scholarship Conferring Committee
1. The committee, consisting of 7 (seven) members, is approved by the Minister.
2. If necessary, the Minister makes changes to the committee members.
Article 4. The Committee Work and Procedure for Conferring Scholarship
1. Authorized higher educational institutions are entitled to nominate students for the
scholarship.
2. A candidate’s relevant documentation (nomination, 1 letter of reference, a copy of ID card, a
student’s study card, documentation confirming the publication of scientific work and
participation in scientific conferences, deeds, certificates if available, information on public
activities) will be submitted to the Minister. The Minister will forward the aforementioned
documentation to the committee for consideration.
3. Candidates for the scholarship are considered in an open manner.
4. A member of the committee has the right to request the attendance of the candidate at the
session or to receive additional information.
5. The committee makes a decision on awarding the scholarship by secret ballot with the
majority of the votes of the members present. In case of ties, the vote of the chairperson of the
commission is decisive. The decision made at the meeting is formalized by the relevant minutes.
6. After the committee makes a decision on awarding the scholarship, the minutes of the meeting
will be submitted to the Minister.
8. The scholarship is officially awarded by order of the Minister.
The deadline for submitting applications by candidates shall be determined from July 1,
2024 to July 31, 2024.
Zhiuli Shartava Scholarship Award Procedure
Article 1.

scholarship (hereinafter referred to as “Scholarship”) to undergraduate and postgraduate students
focused on the Abkhazian themes (excluding political science) who have demonstrated
exceptional achievements and success.
2. The Scholarship is available to undergraduate and postgraduate students of accredited higher
education programs, as specified in Article 1, Paragraph 1. Eligible candidates must have a high
academic performance (80% or more), have published a scientific work, participated in scientific
conferences and be socially active.
3. The first-year students, as specified in Article 1, Paragraph 1 are eligible to participate in the
scholarship ranking from the second semester according to the points of the first semester.
4. A committee for awarding scholarships is established at the Ministry of Education and Culture
of the Autonomous Republic of Abkhazia (hereinafter referred to as the Ministry) by order of the
Minister of Education and Culture of the Autonomous Republic of Abkhazia (hereinafter - the
Minister).

have demonstrated special achievements and successes for fostering their intellectual potential.
2. The scholarship is established for a postgraduate student in the amount of 200 GEL per month
(no more than 1 student), and for an undergraduate student in the amount of 200 GEL per month
(no more than 1 student). The scholar is awarded on a monthly basis for one academic year (ten
months) from the date of appointment.

more than half of the members of the committee attend the session.
6. Candidates for the scholarship are considered in an open manner.
7. A member of the committee has the right to request the attendance of the candidate at the
session or to receive additional information.
8. The committee makes a decision on awarding the scholarship by secret ballot with the
majority of the votes of the members present. In case of ties, the vote of the chairperson of the
commission is decisive. The decision made at the meeting is formalized by the relevant minutes.
9. After the committee makes a decision on awarding the scholarship, the minutes of the meeting
will be submitted to the Minister.
8. The scholarship is officially awarded by an order of the Minister.
